That's an amazing example for language and perception. That situation is not about math or even grammar. She is not stupid. She thinks, if she is asked a question about numbers they are absolute values to take into account with four operations only. Numbers are either high or low compared to each other. She is not looking for any other relationship between the data given to her.

This is why "ordinary language math problems" given to children, are so hard for them.

But what if the real distribution is Poisson, not Gaussian (it is).  Then you are both wrong perhaps?  Yes, I am not accurate, median is correct, not average.  But the average reader wouldn't know or care about the difference.

Drinking again?  This early.  The innumeracy had nothing to do with politics, both sides of politics are oppositely innumerate.  But I have heard many criticisms of math education thru the years, against word problems for small children.  But then that was probably the New Math Mafia.
