Its a running joke in the Elder Scrolls and Fallout universes, both developed by Bethesda. Originally it was a question to determine what class you should play as, but eventually it just became a full on developer joke, and on top of that Guards have a habit of chasing you down if you steal a sweet roll, which is practically worth nothing

Also Guards will occasionally walk up to you and say "Let me guess, someone stole your sweetroll?"
