Yeah, well, it was either Lagos or New York City.  Or Cape Town or Beijing.  Do you have an idea how many people live in Beijing?  Or the political fallout of not aiding China?  The cold hard reality is that there are three major political/industrial centers in the world that must be protected at all costs - North America's north-eastern seaboard, West Europe (specifically, the Big Four), and East Asia (Beijing, Shanghai, Hong Kong, Macao, Seoul, Tokyo, etc)  Protecting everything else is nice, but not strictly necessary.

So yeah, Lagos is getting the B-Team.  It's called realpolitik.
