This is almost exclusively for medical professionals. You might see an occasional exception for someone with prior service in some kind of specialty field like intelligence, but it is mostly just for doctors and dentists. Even then it requires a age waiver that can take or year or more to get.

I have to chuckle--Norad said they are finding these small, slow moving objects now, because they are now looking for them.  Apparently they weren't looking before.
