"The West risks making a strategic failure by focusing only on IS," the centre said. "Defeating it militarily will not end global jihadism. We cannot bomb an ideology, but our war is ideological."

If IS is defeated, dispersed fighters and other extremists could attack targets outside Syria under a rallying cry that "the West destroyed the Caliphate", the centre warned.

Such new groups could compete for the spotlight to ensure allegiance from the global fighters and financing that IS currently attracts.

By contrast, fewer than a quarter of the rebels surveyed were not ideological, the centre said.

But many of those were willing to fight alongside extremists and would probably accept an Islamist political settlement to the civil war, it claimed.

In response, the military campaign against IS must be accompanied by an "intellectual and theological defeat of the pernicious ideology that drives it", the centre said.

It also said that unless Syrian President Bashar al-Assad leaves or is removed from office, the war in the country is likely to spread further.

I don't believe this.
99.999999 % of Muslims are moderate and peaceful.

There could be no more than a dozen "extremist" who have hijacked and misunderstood the peaceful noble religion.

Besides, the moderate Muslims, our allies, the Muslim Bros the Taleban and the al Qaida will not allow these few "extremist" to get the upper hand. I am sure of it.

Not every refugee is a rebel.  Not every person staying behind is a Assad supporter.  But each refugee must be vetted.  This is where European governments fail to do their job.  To visit many countries, you need a visa.  That is when the consulate vetts you.

How? When did any of the hundreds of thousands "refugees" have queued up at any consulates seeking permissions to enter? You got to be joking.
And even if they did, how do you know what they are saying is true?

No visa, no entry.  Where are your $%&^ armies now?  Stop relying on the US!  The US was able to handle the temporary upsurge in Honduran children ... not without some bitching, and it was smaller than the European problem.  But in Europe's case ... the problem is the border with Turkey, particularly on the sea.  This could have been militarized ... even if it meant pissing off Turkey.  Better to militarize there than at the Austrian border?  If Turkey is the problem, then Germany should have declared war on Turkey (they already have made Greece their bitch) and occupied.  This might have pissed off the US ... but it is high time the US was expelled from Europe, don't you think?  We are 20 years late in leaving after the fall of the USSR.  Germany's natural ally is Russia, not the US.  They should have realized this in 1900 ... then no WW I, no WW II.

This is no big surprise. If there were civil war against the federal government in the US, the rebelling faction would be made up of lots of different kinds of people. You would find yourself in the trenches next to members of the KKK. Civil war tends to make a lot of unlikely bedfellows.
