The law seems to be saying that the picture is somehow worse than the act, and that's fucking ridiculous.

Federal law defines child pornography as involving anyone under the age of 18, regardless of local age-of-consent laws. So yes, the feds really do seem to think that taking a picture of yourself is worse than underage sex, since they let the states set the bar really, really low in some places. If a state in the US decided that their new age of consent was the moment you were born, the feds would still be more concerned about pictures of naked babies than with someone actually fucking babies. It's one of the many situations where this meme is extremely relevant:
