Why "targeted killing " by the U.S. and other governments is extremely useless

Andrew Cockburn of The Nation magazine explains why and spells it out..It's almost alalogous to cutting down the biggest trees in the forest so the smaller trees can flourish..

It seems like when the US govt declares 'war' on something that it will never end.  The war on drugs is a great example.  It is not possible to win.  Not only that, the enforcement agencies have no interest in winning that war--then they will be jobless.  The same with the war on terror.  It will never end, for we have grown a huge structure to fight it--it will make sure we never win it.  As long as the govt has several 'wars' going on, corporate America is rolling in money.
