That drives me crazy, too.  Bullet sponges.  Inflated time-to-kill.  I've learned to recognize this as a kludged "fix" for bad game design.

Sometimes, the devs didn't have enough time to build a lot of interesting, engaging content in their game and are afraid of people running out of content and quitting the game.  The solution?  Make progression very, very, very slow by making mobs take much longer to kill.

World of Warcraft did a lot of this shortly after release.  Not so much the inflated HP, but just keeping the player bogged down with as much tedium as possible - needing to take a break after combat, sprawling cities that require lots and lots of time for players to get what they want (like skill rank up, that stuff can and should be automatic), very time-consuming fast travel (groups love it), etc.  Basically, they made it so as much time as possible in the game was spent not playing the game - not fighting, not exploring, not interacting with other players.

My brother was playing some Japanese action RPG and he excitedly told me that he found a new item that let him do "2 full HP bars of damage"!  (of course without telling me how many HP bars the enemies normally have)  I found that less exciting and more just kinda sad.  Because unless the enemy is some boss character or something, no enemy should have multiple HP bars, that's just a way to disguise bullet-sponginess.  If I showed him how much damage he's really doing with a normal HP bar, it would be agonizingly slow.
