Depends on the context. Before 18, you're considered a minor in general, but when it comes to alcohol, you're a "minor" until you're 21. If this picture was taken in Texas, then if you are under 21, but your spouse is 21 or older, your spouse may give you an alcoholic beverage. A parent or legal guardian can do the same for a minor.
