That's a super important job, especially before cars when horses were used more.  It's absolutely vital that the horse not get startled by humans, other livestock, and pets.  The last thing anyone needs is an unexpected kick to the face.  Well, okay, maybe some people need it...

edit - it's funny how much of this resembles video game testing where a player does all sorts of random, strange behavior to test that the system handles it correctly.
