Naah,lol. If you don't look at with an adult mind, lamb is just there to make it cute and he just woke up and putting on his clothes. There are very few things to put in little children's books, because they are at the beginner level. So they come up with millions of stupid stuff. And I am curious how old is that thing, lol.

I believe that illustration is by  E.H Shepard, the artist approached by A A Milne to provide pictures for her famous set of poems in "When We Were Very Young".   He also did the illustrations for The Wind in the Willows.  Both great classic books.

Edit:  But to answer your actual question, it's from 1924.
