I believe that illustration is by  E.H Shepard, the artist approached by A A Milne to provide pictures for her famous set of poems in "When We Were Very Young".   He also did the illustrations for The Wind in the Willows.  Both great classic books.

Edit:  But to answer your actual question, it's from 1924.
