If you read that article, you would note that N Korea is stated to have a incarceration rate comparable to that of the US. See, absolute prison population is not really informative even comparing it with N Korea, because our population is so much higher than N Korea. Hence, incarceration is expressed as a rate, because its a lot more meaningful.

Even that said, a large incarceration rate doesn't mean that the government is necessarily oppressive. A country under economic distress would also tend to have a higher crime rate, and we are indeed under significant economic distress. Also, we have a very nonsense set of drug laws that actually work to aggravate crime even though their initial goal was completely morally pure, if not sound policy, that inflates our prison population with mostly harmless criminals and crowding out criminals that deserve to be there.

I submit that we treat our prisoners with much more humanity than North Korea. That is more telling of whether we live in a oppressive state or not.
