I'm thinking once you are banned, you should be banned.  Offensive posters get banned after repeated offenses.  Those repeated offenses were the result of being given "second chances", often repeatedly with a mind boggling level of forgiveness.  It reminds me of Animal House, where they put you on probation, then double probation, and then double secret probation, but no action is ever really taken.
