Te whole real issue is about diplomatic immunity.

Yeah, I would like to see the Saudi insanely theistic medieval Monarchs challenged for possible support or at least a "blind eye - wink, wink, nod, nod"  attitude toward terrorism outwardly-directed.

But to do so would mean that every Embassy staff member who so much as jaywalks would be thrown in an Inquisition-like jail for 20 years.  There are some crimes against humanity we have to punish more... indirectly.  More subtle pressures directed at the responsible individuals as "object lessons".
