Should people have to be licensed to become parents?

Similarly to how people have to become licensed to drive a car, I'm wondering if people should have to become licensed to become parents. Given the many horror stories that exist of inept or abusive parenting, it's something I feel sympathetic to. Given that there is no standard required to become a parent, other than having functioning sex organs.

On the one hand, every time I hear a screaming out-of-control child in my store, I definitely wish it required a license.

On the other hand, that seems like a quick way to turn Gattaca into a documentary.
