This has problem written all over it. Consider the complexity of this on a national scale and not just innocent kids playing classroom pictures but drivers licenses and even passports. Why care about women wearing scarabs and veils if one can simply legally dress up as a "cartoon character" and be granted the same license as all of us?

So what? So he had to take off his makeup? He looks like any other girl I've seen without makeup.... The DMV has every reason to have him remove him makeup. Anyone can slather on as much of it as they want and they look like a completely different person. If you don't have any makeup in your license picture, it's easier to identify you in more cases. Even when you have makeup on. I've known girls that have had to remove makeup before taking a license photo.
Sounds to me like he's a bit butt-hurt over nothing.

And I agree with removing makeup/jewelry for ID photos. They need to know what you look like au naturel for obvious reasons.

I am very pro equal rights, but this has nothing to do with equal rights, it has to do with identifying people for safety, security, and other various legal reasons. No one it telling him to not look like a girl or gender-neutral or whatever he is looking to do. They just want to make sure they know that his ID belongs to him and that's all.

Considering the fact that I have a beard and could, if I chose, shave before getting the picture taken, it seems kind of a non sequitur either way. My son for a while had a picture of himself with hair and now he shaves his head, so whatever.

Hair was never the issue. They didn't have him change his hair. It's still very much in a girl-style haircut, which is directly translatable to having a beard/not having a beard.
Makeup changes the shape of the nose, the eyes and many other parts of the face. It can change it so much that it can get to the point where it looks like a completely different bone structure, where different hair/facial hair styles does none of that.
IF they made him change his hair, I could see where he would have a problem with it... But they didn't and I don't.
With out seeing his with and without makeup I can't tell. Obviously men and women could put on enough makeup to alter their appearance but both could just have a typical amount on and look glammed up.
But to stromboli's point; Last time I renewed my license I did it online (which can be done every other time) so my new license still has the old picture/info. So before this one expires I'll have a ten year old picture (more hair on the head, less on the face, no glasses) my Junior year of high school height and weight (off by a couple inches and more than 30 pounds already--although I was briefly back down to that weight a couple summers ago). It is conceivable that someone could look at that info and decide it isn't really me much easier than they would make the same mistake with someone wearing a reasonable amount of makeup.
Just imagine the trouble when some old driver gets a facelift.
When I got my last driver's license, I was even instructed not to smile. It made sense to me.
What a transvestite wears is the same as what anyone else wears, they still have a standard image under it all.
If muslim women are told to remove the bin liners from their face for a photo then it works for all. However if muslim women thing they should be exempt from removing the bin liners..

I'm not sure, and I'm having difficulty finding an direct answer to that question, but I'd wager that Delaware's photo rules (http://www.dmv.de.gov/services/driver_services/drivers_license/dr_lic_photo_procedures.shtml) are pretty standard. (while it doesn't mention makeup specifically, it does stress an unobstructed view of the face)

I've never heard of anyone having to remove their makeup for a DL photo. Never.
The thing is, unless someone can find a picture of this kid from before they took the picture, the entire argument is moot.
He may have had as much on his face that it was to the degree of the girls that I know in NJ had when they had to remove their makeup. Some women in NJ go HEAVY on makeup. If The DMV thinks that someone is altering their appearance too much they have the right to make them take off whatever is altering them.
He could have had a ton of makeup or only a little, like some blush. IDK. If it was only a little bit, like some blush and that's it, I would think that the DMV was going overboard. But I doubt that it wasn't a lot of makeup.
