They intend to make the major food importers be responsible for inspecting imports instead of the very limited resources of the FDA.
On the face of it it appears that the fox is in charge of the hen house, but the new rules while not far enough are still better than little or no inspection we currently have in place. By requiring corporation to inspect they're also more responsible for protecting their own brand identity. Example: If Walmart imports 100 tonnes of squishy stuff and 10000 people fall ill and die then ultimately Walmarts sales will suffer, they lose market share and become liable in court for millions if not billions in damages so they have a much better incentive to inspect the foods they import.

Or they'll quietly settle all the cases of death outside of court and just don't check anything. Whichever option is cheaper.

Walmart more than makes it up by making the state pay for their employees through welfare, they don't give a shit about a little chump change to settle lawsuits...assuming the law doesn't protect Walmart from being sued in 3/4ths of the cases.

Ethically Walmart would be responsible (as it would be there responsibility to check the quality), but legally they could pass the blame to their supplier. They do that now anyways when a product is broken (not just Walmart, basically any corporation; if there is someone else you can blame, you do it.).
