“They cannot be considered as followers of Islam. Rather, they are an extension of Kharijites, who rose in revolt against the Islamic caliphate for the first time by labeling Muslims as infidels and permitting their bloodletting.â€

Not all plots turn out well. Look at what happened with the plot between the Emperor of Austria and the Kaiser of Germany ... against the President of France and the Czar of Russia. The interpretation of those articles is NOT some conclusion of Israel or 'Joos' or one certain State is behind ISIL.
It's about the ugly fact which everybody is trying so hard to ignore that ISIL is a HUGE SOURCE OF PROFIT AND BENEFIT THAT NO POWER IN THE REGION OR IN THE WORLD CAN AFFORD TO IGNORE. There is a bigger one under this, but just to be nice and not to hurt your fragile brains or the sore lack of it, let's leave it out for now.
I'll assume you basically know nothing about the concept of power and its relations to politics -as usually displayed around- and living in a pink delusions of 'States and governments work for the benefit and profit of their own people and care about the balance in the world" and therefore divide the world into bad guys and good guys motivated to get their ways and yours are out to stop the bad guys to provide you your status and that is unique to Western culture.
After a power zone has reached a certain tipping point and has become one, it constantly has to gain power to survive. Because the moment it stops doing that it will stagnate, lose power and lose its status as a power zone.
State is the top power zone 'unit' in human culture. Its capacity and size is roughly measured by military power, economical power and political relations. And they have to be active at all times to gain more and more. Doesn't matter what kind of a government gets in power, the principle applies. Otherwise, it CANNOT SURVIVE, Let alone stay as a power zone. States work for itself and only for itself for the various power forms it has to gain. There is NO limit in this, because it contradicts with the power and the needed relations comes from it.
So unless the country you live in is the only one on some planet with one power zone -even then it wouldn't last long, there would break out other power zones to challenge the existing one- every State HAS to WORK with the available net or relations and powers to gain profit and benefit, REGARDLESS of their agenda, position and motivation. Not just work with them, also create them, manipulate them and use them in accordance to gain more benefit and profit. Destroy them when it's no longer profitable or beneficial and then create another. And another. We call it business and politics, ancients called it the Wheel.
This doesn't need to be a conspiracy theory, it is politics 101. It doesn't have tangled, far fetched relations and suggestions. This is very simple. Basic. Either get in the game and use what's available to your benefit or perish. If you can, create and manipulate or destroy the available means to creat a new one.
I hate to break it to you, but there is NO such thing as moral relations and acts in politics -or a universal morality come to that- which translates to some magical power -believers call that god, remember?- that automatically gets in gear to keep terrorism, genocide or any atrocity in check as the sole act of some 'evil guys bent on conquering the world'. Morality, good, evil is for individual human experience of the world, it has nothing to with reality. Human is EXPENDABLE RESOURCE. As long as the dynamics doesn't upset the economical balance to destruction and the common order to the point of chaos, humans can be wasted in required portions.
