Do you personally care that Netflix has released a documentary/docudrama about Cleopatra casting a biracial actress? And do you think that the critics are being mostly racist?

Don't buy into the concept of 'races'. We are humans--period. Humans originated from the same place and fanned out from there. That makes us all African. The different skin colors, eye color, hair color, etc is because of environment and not because there are different races.
Americans perception of historical people stem from movies made by white Americans in the 50-60's, so they expect a white person because they are too ignorant to know her actual history, the actual timeline and the fact that she most certainly had a much better tan than the average white band....

Given the company, my guess is it was intentionally done with the intention to be shocking and inflammatory as to build artificial drama and hype over their show, which hey... if it works, it's good marketing.
Morally bankrupt, a joke when compared to actual history, and outright harmful to society... but good at selling a movie.
I'm pretty sure this is not the first time Cleopatra has been portrayed by a black woman.

Watching this video reminded me of this thread.
The closing statements, around 15:00ish, talks about how misrepresentations of history like this help contribute to a faulty view of the past; it contributes to a false world view where colonialism didn't happen, everything was great and just forget about it.
Who does this ultimately help when people do forget about it - as time passes and historical literacy declines, as reality is written out of history books for political agendas (of either side,) do the oppressed or the oppressors benefit?

No, more like having a woman of African descent play Anne Boleyn. It is ahistorical. It may surprise people to know that the Egyptians do not think of themselves as similar to sub-Saharan Africans, even though they are on the same continent. They have much more in common genetically and culturally to Middle-Eastern people.
Also, Cleopatra was the last of the Greek dynasty resulting from the wars of Alexander the Great.

Yeah, ahistorical. Just like having somebody blond and/or with blue eyes play Jesus of Nazareth. Which, you know, has been done since the beginning of film history. Yet nobody ever/rarely complained.

I've always been annoyed by the Biblical/historical inaccuracies in Bible-based media. It's like none of them read the Bible or do any research at all. They just look at Catholic artwork or previous media and copy their mistakes in their interpretation.
How many animals were on the Ark? Two of every kind? Wrong. Where were the nail holes in Jesus' body? In the palms of his hands? Wrong. How old was Jesus when the Wise Men visited him? A newborn? Wrong.
I only care to the extent that it's mostly likely inaccurate, historically speaking. Cleopatra wasn't even Egyptian, she was Greek. And while Greeks do indeed have a variety of skin tones to them, I doubt very many (if any) at that time were of sub-saharan African heritage.

I recall that 'Acts' has Jesus hung from a tree, however translations of translations of verses written decades after a supposed event can't be taken as facts if not independently verified. Wood was probably scarce around there so I think a tree is probable, however trees are not good death symbols like a Roman cross would be.
