That's 15.5°C for non-Americans.  For me, that's T-shirt weather.  For people who perhaps have an iron deficiency or some circulatory system problem, that's sweater/jacket weather.

15 C in t-shirt? No. Brr. But then I've seen people in t-shirts in 2 C, London. It was October. Florida is probably hotter than where I live though. But too much sunshine days and hours in summers.

I think it is about getting used to the climate in a region too. When I was living in Istanbul, I was used to colder weather. But of course the city is surrounded with inner seas, it's not really cold weather. I haven't seen snow in 15 years since I moved to Aegean site. Just in the air.

Also when I lost significant amount of weight after the pandemic, I've started to get cold and the doctor told me it would be about the B12 vitamin levels following a diet to lose weight. And as the tests confirmed it's low (fell around to 250), I thought that would be the case. She gave me B12 shots, and it's now over 700, but I still get much more colder than I did at my previous weight in winter. Especially my feet. Now, I am wearing fuzzy boots at home with fuzzy socks. And it doesn't get really cold here.

In 1980 I moved from Montana, where it was about 20° below zero F, to Dallas, where it was 32° F, and was wearing a T-shirt when I got off of the plane. It felt balmy!

'76 it snowed in Fort Lauderdale. We don't have proper winter gear. Thus a few "bag lady" days each winter season.
