Blame the French, though I have no idea if they predicted residents being so close to the train tracks.  Also, both locals and tourists apparently love tempting fate, so maybe it's a little bit of column A and a little bit of column B.

There's one place in India where the trains run down the middle of the street in a local market. The shopowners have to suck it in while the train is passing through.
