Depends on the cat. Had one that loved it. He also hated to be picked up but loved to be held. He whined when I would pick him up but then he would just start purring. Cats are weird.

In general, yes. Cats expose their bellies as a display of trust, by being vulnerable in front of you. They don't actually expect you to touch them. Some cats actually like it, though. My parents have one that likes it, but I don't trust that cat. They'll randomly snap at you for no reason.

How did you pick them up? They might have just felt insecure while being lifted. Was it with two hands or one? Did you grab just under their front legs or did lift both front and back?

It's also possible they just didn't like it being your idea and not theirs. My parents have one orange cat that hates being picked up, because you're interrupting his very important business. But if you're sitting in a chair, he'll come and sit on your lap. It's not just that we're sitting down, either. If we grab him and then sit down, he'll still whine until we let him go.
