If the CEO where I worked announced, "I got you a big one...I said no, make it ten percent. Make it more than ten percent. Because it's been a long time...So congratulations" everyone would be expecting a 10% raise. Instead he posted how raises are determined and which financial goals were met during the fiscal year to explain why every employee was getting a 2% raise in 2019. He didn't congratulate himself, he congratulated the employees for meeting the financial goals. That's what actual leaders do.
