Yes, although thoughts are "owned" in the sense that they exist in each individuals head and do not have to be communicated unless the person wants to.

However, the concept that you are further talking about is why IP is bullshit: you can't own an "idea" in the sense of "the idea in the book". You can own the physicality of the book and sell it, but saying that the idea is also still "owned" by the writer and thus "stolen" if someone copies the book is bullshit, since you can't physically remove the idea from the writer's head!

Not in the sense that they exist in the physical strata called the brain, no. Again: that is the sole means that they are property, and the only way to "steal" a thought then is to physically remove the thought from the person's head.

Why should my individual governance be decided upon contemporaneous political ideologies? Divine interventionism broke down under monarchy (partially due to the concept of natural rights). Majority rule interventionism is currently breaking down under democracy (partially due to natural rights).

Why should my rights to person, property, and liberty ever be jeopardized by a divinity or majority?

You can lose the modifier "intelligent". Thoughts are your property. Unless you voluntarily share them, they can only be extracted by violence. This is a universal fact.
