Mmmm...

No, not the covariance between the year and taxes. The covariance between my chosen measure of economic prosperity and "tax burden" (and that's what I'm seeking - a reasonable measure of the latter variable).

How would you intertemporally weight economic prosperity? IOW, how would you measure and compare economic prosperity in the 19th century compared to the 21st century?

You may want to check out this paper, particularly table 11.2. I do not think you are going to find studies of the historical tax burdens in the US as terms of GDP going back before 1929, but I could be wrong: http://www.nber.org/chapters/c5981.pdf
